Warm milk and butter until about 110 F; whisk in yeast, sugar, and garlic powder; let foam 10 minutes.
In a bowl, combine flour and salt; stir in yeast mixture and egg to form a soft dough.
Knead on a floured surface 8 minutes until smooth; place in a greased bowl, cover, and rise until doubled, about 60 minutes.
Punch down dough, divide into 12 pieces, shape into balls, and arrange in a greased 9×13 pan; let rise 20 minutes.
Brush tops with garlic butter and sprinkle Parmesan.
Bake at 375 F for 20 minutes until golden; serve warm.
